Wagh made ESG chairman, but of Governing Board

St Andre MLA Vishnu Wagh is now the chairman of the governing board of the Entertainment Society of Goa.
The government has approved Wagh’s elevation from the vice chairman’s post, pending amendment to the rules and regulations of the ESG.
However, this may mean that Wagh would still not be the full-fledged chairman of the ESG.
An official press communiqué said that "the government has approved Wagh as the Chairman of the Governing Board of the ESG."
"The ESG has further been ‘directed’ to make all the necessary amendments in the ESG rules accordingly".
The announcement to make Wagh the ESG chairman was made by chief minister Manohar Parrikar on 23 July, incidentally Wagh’s birthday, after the ESG general council meeting.
However, he had said the formal elevation would be made only after the ESG rules are amended.
Wagh has now however been elevated only as the chairman of the Goverrning Board, that too without amending the rules.
The appointment has come on the eve of 44th IFFI beginning tomorrow.
It is also not clear who is the Chairman of the ESG.
As per information available, the rules make it mandatory to make the Information Minister the de facto chairman of the ESG.
Accordingly, Parrikar – being the information minister – was the chairman.
The situation however had changed after the CM shifted the information portfolio to power minister Milind Naik.
Elevation of Wagh, who is also the chairman of Kala Academy, was assured in the background of attempts to topple Parrikar government with former’s active support.
The implementation of the public assurance however was delayed as Wagh continued to make public statements against his own government and ministers.
