Builder blames local contractor for building collapse

Pradeep Singh Birring, one of the builder partners of Bharat Developers, has pushed the blame of collapse of one of their buildings, on a local contractor Vishwas Desai.
Both of them have applied for anticipatory bail while Jagdeep Kumar Seghal, another partner, is still absconding.
In his anticipatory bail application, Birring blamed Desai for not stopping the work in the building in spite of noticing on 4 January that two columns had sunk.
He claims that Desai had put supporting jacks to the beams in order to stop the building from tilting further while continuing the work.
As a result, the five-storeyed building of Ruby Residency collapsed like a pack of cards by afternoon, killing over 30 workers and injuring 22, working on different floors.
According to the builder, it was the responsibility of the contractor to stop the work in such a condition, while claiming to be innocent.
In his application, Birring even states that the iron rods were seen coming out of the columns.
When enquired, he says the foreman told him that the JCB had hit the columns during some work.
His application is expected to come up for hearing tomorrow morning.
Meanwhile, Desai made another bail application before principal district and sessions judge Nutan Sardesai, after his first application was rejected by district judge Vincent D’Silva.
Judge D’Silva rejected the bail since he had no jurisdiction to decide about the cases having charges of corruption under the Prevention of Corruption Act, but the special district judge.
Accordingly, Desai’s second bail application would also come up for hearing tomorrow.
The police have later added two more charges of corruption and criminal conspiracy in the FIR lodged against all those responsible for the collapse.
Till now, the police have arrested only one - Canacona deputy town planner Prakash Bandodkar.
Other two municipal engineers are still absconding, besides builder Seghal.
