Soft soil, faulty design & poor construction cause of collapse: CS

Raising columns of the building in a loose soil, faulty structural design and poor quality of construction material seems to be three prime reasons the authorities have reached as a prima facie cause of the collapse of a building in Canacona.

The horrifying tragedy, which occurred on 4 January, has found 17 workers killed due to sudden collapse of a five-storeyed under-construction building. Few more bodies are still trapped under the debris.

“We are waiting for the report from the experts’ team of the Goa Engineering College, which has taken the samples of the debris”, said R K Srivastav, the acting chief secretary.

Srivastav, who was posted to Goa two days before the tragedy occurred, was seen camping at the site of the mishap in Canacona, monitoring the rescue operations personally.

He is presently the officiating chief secretary.  

The building of Ruby Residency is a part of four blocks, having a common staircase. It crumpled down literally as a pack of cards, with four floors falling on each other (as seen in the photo).

As this report is being written, the adjacent building of this block has also started falling, due to which authorities had to stop the rescue work.

Though breakers were brought to break the concrete rubbles, it was found not necessary since the whole so called concrete was seen broken into powder, displaying the quality of construction material used for the building.

All the three adjacent buildings of this block have in fact developed cracks in many places.

Surprisingly, the authorities however have not told the GEC experts to take samples of other buildings of Ruby Residency.

People have already started staying in the first phase, including veteran Bollywood actor
Asha Parekh and sports minister and local MLA Ramesh Tawadkar.

Tawadkar in fact has his office, in yet another building, which is presently not fully occupied.

 

“We will testify samples of all the buildings once the report of the collapsed building comes”, assured Srivastav.

He also assured that nobody involved in this criminal act would be spared, though presently the builder as well as the local contractor is absconding.

The deputy collector has filed a police complaint against all those responsible for this horrifying mishap, including owners of Bharat Developers – Pradeep Singh and Jagdeep Singhal – as well as local contactor Vishwas Desai, owner of Coastal Builders.

All the flats in both the phases have already been sold out by the builders, mostly to the people from Delhi and Mumbai, besides few locals.

Bharat Developers has also developed another project – Bharat Height – on the road going to Chapoli dam in Canacona while Palolem Plaza, yet another project is underway near Palolem beach.

Srivastav said inspection of all these projects would be conducted, provided the report of GEC establishes the prime facie findings.

Last week a friend of mine who bought a shop at Benaulim was forced to pay huge bribes to prepare sale deed in his name.

First he went and met the officer in the Registration office at Margao who drive him without telling anything mattering sale deed.Than through a advocate who are the dealers of corrupt Government employee he finish deed by paying bribes.Tomorow I will give the name of advocate and officer all who took the bribes
