Shantaram moves bill seeking death peanlty for rapist

Congress Rajya Sabha MP Shantaram Naik has moved a private member bill in Rajya Sabha seeking amendment in section 376 of IPC providing death penalty for certain category of offences of rape.
In his statement of objects and reasons, Mr Naik says that certain classes of rapes are to be handled differently providing for more stringent punishment considering the circumstances under which such offences are committed.The bill provides for death penalty or imprisonment for life to whoever being a police officer commits rape within the limits of the police station to which he is appointed or in the premises of any station house whether or not situated in the police station to which he is appointed.
The death penalty should also be awarded to a police officer if he rapes a woman in his custody or in the custody of his subordinate.

Dear Shalan,
Please do not try to fool people. You know very well that private members bills are ignored unless it comes from Govt. Desk. If you are really serious make amendment to existing mercy law that if President do not grant mercy within 60 days then it should be considered as rejected.

Good one to come in the limelight. First make noise in the parliement to hang Afsal Guru who is begging for the same . We need to think revolutionary today. Move such a bill that if the mercy petition is kept pending more than 30 days in the office of the President of India than by default the president should get impeached.

It is a step in right direction! However I would request the Hon. MP to bring similar bills for stringent punishment to anti-social elements indulging in corruption, elements causing damage to public property during agitations, elements engaged in drug peddling, and criminals engaged in robberies!
Right now the criminals are least scared of committing such offences, which can be seen from the increasing number of such cases!

This is a very welcome move which the Govt. of India ought to have done long ago. It's nice that you have taken an initiative. I remember the then BJP Govt. promised it in its manifesto but Advani lied to the people that he will do it. Congratulations on your private member initiative
