Dismissal or Dissolution?

Goa’s five-day old political tamasha has reached a crucial stage of either the Manohar Parrikar government getting dismissed or the Assembly getting dissolved.

The Congress has requested the Goa governor to dismiss the Parrikar government immediately.

Pending decision on the disqualification against Philip Neri Rodrigues, Congress leaders rushed to the Raj Bhavan today afternoon, demanding dismissal.

BJP sources indicated that they could propose dissolution of the House once they manage to win the trust vote.

The intention of the speaker acting partisan and reducing the strength of the opposition is clear, alleged state PCC president Luizinho Faleiro, before proceeding for the Assembly session.

The Goa Assembly would meet at 2.30 pm for the confidence motion moved by chief minister Manohar Parrikar.

In the 40-member House that has been reduced to 36 with four BJP legislators resigning, Parrikar is left with only 17 (excluding the speaker) against 18 of the Congress-led United Legislature Party – an alliance of four parties and an independent.

If Rodrigues is disqualified, Parrikar could win the trust vote in the House of 17 each on both the sides, as the speaker would cast his vote in favour of the BJP.

However, there is a possibility of the governor dismissing the government before the trust vote is taken, if Rodrigues is disqualified.

The time factor thus becomes crucial, with who moves first – the speaker or the governor.
