NSUI demands open election at GU

NSUI delegation meets Goa Governor
The National Students Union of India has urged Goa University Chancellor to adopt open election system to elect university students council instead of indirect election system.
The NSUI delegation, led by Goa president Hasiba Amin, met Goa Governor Bharat Vir Wanchoo, who is also the GU chancellor, in this regard.
Later, she told the media that the Governor has assured the delegation to have a meeting with Vice Chancellor Dr Satish Shetye and try and implement it from this year itself, if possible.
Durgadas Kamat, the local NSUI co-coordinator, said the Goa University is not following the J M Lyngdoh committee recommendation, set up by the Supreme Court, regarding university elections.
The committee, set up by the apex court in 2005, had submitted its report on 26 May in 2006 and the order to implement it was issued on 22 September 2006.
According to Amin, being a small university, Goa University need to follow the system of open election, followed by Delhi University.
Presently, all 36 colleges elect one University Representative each, who later elects 11 members of the University Executive Council, also consisting of a chairman, two vice chairpersons, general secretary, treasurer and the joint secretary.
The NSUI however now proposes open election system, where students from the colleges elect 11 council members directly and not indirectly through their URs.
“This would discourage ground level malpractices like misuse of government machinery, horse-trading, bribing the URs, job promises and even kidnapping of the URs” said Amin.
Adding further, Kamat said the indirect election system also prolongs for over 30 days when the open election system could be completed within 10 days.
The memorandum submitted to Governor in this regard has also quoted each and every clause of Lyngdoh report, which the Goa University should have started following since 2007.
“But it has not happened till date”, observed Amin.
Kamat said the Goa University also needs to implement the system, as per Lyngdoh report, setting up of Grievances Redressal Mechanism as well as conducting leadership training programme.
The delegation also included NSUI member Cannigia Carvalho.
