Abetment to suicide case against police officers

A case of abetment to suicide has been registered against a crime branch officer here today following the death of a constable who was allegedly harassed by him.

A case was registered against Inspector Praveenkumar Vast and he had been booked under section 306 of the Indian Penal Code after Constable Chandru Gawas (33) died at Goa Medical College and Hospital yesterday, police said.

Gawas had consumed poison while on duty on Friday, allegedly due to harassment by seniors and his family members had accused Vast of being among those who harassed him, leading to the suicide. They had refused to take possession of the body and demanded action against the Inspector.

Meanwhile, Special Judicial Magistrate (SJM) Maria Mascarehnas, who had recorded Gawas''s dying declaration, has accused Vast of threatening her.

In the complaint to the Director General of Police, Mascarehnas has alleged that Vast sent an unidentified person yesterday night to her house asking her to change Gawas'' statement and has sought additional security.

"I will be able to identify the person who came to my house," she said.

Sources said the dying declaration named Vast alongwith Deputy Superintendent of Police Chandrakant Salgaoncar and Inspector Sunita Sawant.

A senior police officer said Salgaoncar, Vast and Sawant were summoned and questioned by the DGP today.

Goa Director General of Police Aditya Arya, however refused to comment on the case.

"I am yet to see the complaints," he said.

First of all he cannot be "blamed" for harassment as the statement was given by him only. Secondly we dont know the true story because the SJM is not releasing the statement. All we know is what she has said. I feel the SJM is working for some minister or MLA whom the crime branch was investigating and to escape he is trying to frame the police officers named. There is definitely something here. You guys tell me one thing... which one of you would commit suicide if u did not get leave for your marriage (in fact he did get leave for his marriage, only thing it was from 2 day prior to the marriage date) I know people who have worked right up to their marriage date. So it is definitely a lousy excuse to commit suicide. maybe he was poisoned by someone with whom the SJM is working hand in glove and this is all a false statement.. The SJM is refusing to hand over the statement to the police because she is either scared that the truth is come out or she is still modifying the statement as per developments in the case.

It is unfortunate that such incidents do take place. The police have to work under tremendous pressures mainly due to working under the political bosses- who could have their own agenda.

May be time has come when the whole system needs major revamping and lot of qualitative improvements are necessary. If one looks at the police in any developed country like US--one can very easily appreciate as to what is lacking in our system. There the police is equipped with revolver, computer, a good car, telephone and his smart body-- speaks of the training imparted to him....

Compare it with the "danda" given to our police and our expectations from him to control all types of law and order.problems...Looks totally ridiculous and out of tune with the changing times.....

It is indeed a shame for the police department and the goa police who boast of keeping the people of goa safe from crime.how can we be safe when the police personnel are not themselves safe.now we know why the constables are always irritative at times. it is human nature that when your boss abuses you ,you will automatically remove your anger on the innocent people, and that is why people are more scared of the police than the soldiers.one of my friends had joined the police force and he left it in a years time, when i asked him why he said that every night when they go for patrolling the colva benaulim beachside they were forced to take hafta from shacks and roadside shacks.he felt it a very shameful act to do this and be cursed for it.

secondly the big police officers are also abusing their limits. a SP who frequently used to come to drink in a bar in velim with his driver and a police vehicle. the poor guy had to stay from morning till late evening or late night just for him .is this not abuse of power. the police department should keep certain limits for all this.most of the police are kept to secure the lives of the vips, politicians and the taxpayer is left to defend for himself.
