Colvale Sup transferred, 4 jail guards suspended for brutually beating prisoners

Inspector General of Prisons today moved into action by transferring the jail superintendent back into civil service and suspending four jail guards while confirming that the prisoners were mercilessly beaten up at Colvale jail.
“I have already submitted a preliminary report to the chief minister and the chief secretary for further action”, Elvis Gomes, the DGP, told goanews.com.
He also said more suspensions could follow.
The incident of brutally beating up the prisoners at Colvale central jail had come to light yesterday when some of the injured prisoners started telling the horrific story to judge Desmond D’Costa in the NDPS court, when they were brought for further remand.
Judge D’Costa had immediately sent the injured prisoners to the hospital and transferred one prisoner back to Sada sub-jail and two to the Mapusa judicial custody.
“Today, the judge sent five more prisoners back to the judicial custody as the traumatised prisoners pleaded not to send them to Colvale jail”, said Gomes.
The prime facie inquiry conducted today by Gomes by personally visiting the Colvale central jail has proved that the jail guards had beaten up the prisoners, transferred from Sada and Mapusa, on Saturday.
“The prisoners were beaten up brutally, that too for ‘no reason’. The justification given by the jail superintendent that they refused to enter the cell is also far from true”, he told goanews.com.
While suspending four jail guards, he has transferred jail superintendent Melwyn Vaz as chief officer of Mormugao municipality.
Gomes has also confirmed that the prisoners were beaten up beyond imagination and some of them are still undergoing psychological trauma.
Information gathered in this regard reveals that many prisoners, including foreigners, had fractures and one teenager Israeli prisoner had lost his eye.
Sources also disclosed that this Israeli boy, known as ‘paper spray’ for escaping once from the police jeep by throwing paper spray, was beaten up by the police in the van, throughout from Sada to Colvale, after which he was once again beaten up in the jail.
The jail authorities were so rude that they did not even allow their lawyers to visit their clients in the jail, in complete violation of the law of the land.
The lawyers thus today approached the court and sought orders to meet their clients, to find about their physical and mental condition.
Meanwhile, the Goa Human Rights Commission has also started a thorough inquiry by personally meeting each and every prisoner, who was beaten up in the jail – for no reason.
