Govt primary schools will run as per Govt rules, not in Eng medium: CM

Chief Minister Manohar Parrikar today said the government-run primary schools would run as per the government rules and the Supreme Court has not curtailed this right.
He feels that the Supreme Court order on Karnataka’s medium of instruction policy is in conformity with the policy decision taken by the Goa government.
“Our arguments are being upheld by the apex court, including the right of minority schools to choose the medium of instruction of the choice of student or parent”, said Parrikar.
He also feels that the government holds the right of giving grants to the private schools and the Supreme Court has not curtailed this right.
However, on the issue of allowing the child or parent to exercise this right to choose medium of instruction, Parrikar feels the government can run the schools as per its own rules.
Goa government has a policy not to provide English as a medium of instruction in its schools.
“Except minority schools and unaided schools, others have no choice on MoI”, feels Parrikar.
He however wants to study the Supreme Court order further in order to get more clarity on the issue.
He assures to study the Supreme Court order, in which parent is given total freedom to choose the MoI, under Article 19 (1) (a) of the Constitution.
The apex court however has not given this right to choose MoI under Articles 21 and 21A, which primarily deals with free and compulsory education to all children till the age of 14.
While providing the freedom to choose MoI under Article 19 (1) (a), the Supreme Court has said that the government cannot impose restrictions on this right, in terms of choosing the medium.
The case was basically relating to the imposition by the Karnataka government that all the primary schools have to run either in Kannada or mother tongue (and not in English).
The issue still remains unanswered is whether the parents can now choose English medium in the government-run schools, which are owned and run by the government, without giving grants.
