ALL 'Minority' Eng medium schools to get grants: Parrikar

The BJP-led government today opened the doors for grants to English medium primary schools to ALL the minority institutions while continuing the grants to Church-run English medium primary schools.

The long-awaited policy decision on the controversial Medium of Instruction issue was finally approved by the cabinet today.

While announcing the decision, chief minister Manohar Parrikar said he has fulfilled 90 per cent of his assurance on MoI with the solution he has worked out.

“English cannot be overlooked in today’s metropolitan culture of Goa though I personally feel that primary education should be in mother tongue”, said Parrikar.

The BJP government has categoried the primary schools of Goa into three categories –

1. Imparting primary education in Konkani, Marathi or any other Indian language enlisted in the 8th schedule of Constitution of India.

2. Minority institutions

3. Imparting primary education in English medium.

Creating this new category of Minority institutions, the BJP government has decided to give salary grants to these schools, even if they are English medium schools.

However, the cabinet has also decided not to grant salary grants to any other English medium primary schools, if they don’t fall in the category of Minority institutes.

In order to justify the new category, the government has also decided to allow grants to all the minority institutes, no matter which medium they teach in – Konkani, Marathi, Urdu, Hindi or even English.

This facility has been extended to the unaided schools, provided they can reclassify themselves as Minority institutions.

All the English medium schools however will have to teach Konkani or Marathi as one compulsory subject.

In addition, Konkani or Marathi would also be made compulsory subject till SSC, said Parrikar.

The government would provide bi-lingual books, said the chief minister, to all the English medium primary schools. It means the books would be in English as well as Konkani or Marathi.

“This could help the students to learn the subjects in Konkani or Marathi if they are finding it difficult to learn it in English”, said Parrikar.

The cabinet has also decided not to permit new schools until mapping of the schools is carried out and need for additional schools is categorically defined.

Either way Manohar Parrikar would have never escaped from being called communal. Even if he had said no to grants for schools run by minority institutions, it would have been against constitution. Minority institutions enjoy vast powers under Constitution.

Mr. Parrikar deserves to be congratulated for his MOI decision. What the local language protagonists were demanding was childish and immature to say the least. One can demand for himself certain things but to demand that others should not get opportunity to self improve is blind thinking and self centered vision. All these activists have been failed politicians in need of some handle on society. They live on being activists shouting in nooks and corners of Goa under the aphorism of 'for Goans'

I want to clarify that the "Minority Institutions" category is not created by the BJP, but by the Indian constitution. And be it any State Govt, Political party or a Committee; none can override whatever is constitutionally guaranteed. What Parrikar did was just that, upheld the constitution.
