Central RTE act makes me Edu Council chairman: CM

Chief minister Manohar Parrikar today said he is the chairman of the Goa Education Advisory Council, not as his choice, but as per the provisions of both the central and state acts.

The Nationalist Congress Party had yesterday criticized Parrikar for appointing himself as the chairman of the education advisory council.

The council is expected to take a decision on the controversial medium of instruction issue.

Both the acts provide for making the education minister the chairman of the council.

Parrikar, the chief minister, is also the education minister.  

While the Goa RTE Act provides for the state advisory council, rule 25 of the Act states clearly as follows:

25. State Advisory Council for –

(1) The State Advisory Council shall consist of -

(a) A Chairperson and fourteen members.

(b) The Minister in-charge of the Department of Education shall be the ex-officio Chairperson of the Council.

Similarly, The Goa School Education Act, 1984 provides for Advisory Board under rule 24, as follows:

(3)The Minister for Education shall be the Chairman of the Advisory Board and the members referred to in clauses (b), (c), (d), (f), (h), (i) and (j) of sub-section (2) shall be nominated by the Government.
