Special Status for reasonable control on land sale

Goa has demanded with the centre powers to make legislation and control the sale of its limited land, especially for housing, in the name of Special Status for Goa.
It could be either under Article 371 of the Constitution or through any other legal method.
“What we are interested is reasonable control on sale of land”, said chief minister Manohar Parrikar today.
He addressed the media today along with forest minister Alina Saldanha, whose late husband and former minister Matanhy was a strong proponent of Special Status to be granted to Goa.
Parrikar also made it clear that he would try and bring as much control as possible through the Regional Plan 2021.
“We are opening RP21 for public suggestions next month as we had promised”, he said.
He was certain that no agricultural land would be allowed to be converted for settlement purpose, especially in private sector, henceforth.
“I have to relax it for public purpose like building a public road etc but not otherwise”, he clarified.
Parrikar also reiterated that he would definitely go ahead with the Swiss model of a plebiscite to decide the village plan of development and not merely through the so called Gram Sabha of few people.
However, he said, the land sale need to be restricted much further for which Special Status is necessary.
According to him, Prime Minister Dr Manmohan Singh appeared positive to the idea when it was clarified that Goa does not want any financial assistance from the centre but powers to control sale of land.
Incidentally, he said, Odisha people had a rally in Delhi yesterday demanding Special Status with a financial assistance.
While elaborating about ‘reasonable control’ of sale of land, Parrikar clarified that land could be sold for industry but definitely not for housing.
“The details could be finalised while preparing a legislation, but right now we need powers to legislate and control the sale of land”, he said.
