Govt approves Chowgule takeover in 'public interest'

Goa government has finally approved taking over of Chowgule higher secondary school in Margao.

The education department would now serve a show cause notice to the management of Chowgule HSS, seeking reply within a week.

“If the reply is not satisfactory, we will appoint an administrator to run the school”, said Anil Powar, additional director of education.

As per the Goa Education Act 1984, the government however cannot take over the school management for not more than three years.

Being a premier institute of South Goa, the management decision to close down its higher secondary section has become a major public issue.

While chief minister Manohar Parrikar yesterday announced the government decision to take over, his BJP colleague from Margao – former Fatorda MLA Damu Naik – stormed the college premises today with parents and students, conducting Dharna.

Fatorda independent MLA Vijay Sardesai has been consistently demanding, along with its parents and ex-students, to take over the school management.

Accordingly, the government had denied permission to the management to close down the higher secondary section.

The government however was left with no other option as the Chowgule management remained adamant and did not admit students for Std XI this year.

Pawar said the department would now act under the provisions of Section 20 of the Act, which deals with “taking over management of school.”

“We will act under sub-sections 1, 2, 4 and 6 of Section 20”, he said.

It basically give powers to the government to take over the school management in public interest and if the school is closed in violation of government order not to.

Following are the sub-sections the education department would now apply to take over Chowgule management of its higher secondary section.

20. Taking over management of school.-

(1) Whenever the Administrator is satisfied that the managing committee or manager of any recognised school,

(i) has contravened any provision of this Act or of any rule or order made thereunder, or

(ii) has neglected to perform any duty or obligation imposed on it by or under this Act, or

(iv) has managed the affairs of the school in a manner prejudicial to the public interest, or

(vi) has closed down the school or any class or section of the school in contravention of the rules made under this Act or any order, direction issued thereunder.
