Govt to take over Chowgule HSS

Goa government has finally decided to take over Chowgule higher secondary school in a couple of days.
“We gave them enough rope to decide, but they have left us no choice with”, chief minister Manohar Parrikar said today.
While SSC results were announced last week, the Chowgule management has not yet started admissions for Std XI.
As the management had decided to close down its higher secondary school from this year, education department had denied them permission to do so.
Parrikar today confirmed that the government would shortly appoint an administrator and start admissions for Std XI.
If it happens, it would be a first case of its kind where both – privately run Chowgule college and government-run higher secondary school – would function from the same premises.
“The file has already been moved and formalities would complete in next couple of days”, said Parrikar.
He has however hinted that the Chowgule management still has a last chance – may be two or three days – to start admissions on their own till the government actually signs the order of takeover.
The Chowgule management, on the other hand, has approached the high court challenging the government warning issued earlier to take over the school.
The court has however not instructed the government not to take over the school administration.
“We have studied all the legalities and the takeover would be fully a legal exercise”, said the chief minister.
Chowgule is one of the reputed institutions of Goa and perhaps the only school also admitting students in Arts stream, besides Science.

I dont understand the meaning of takeover. Higher Secondary School practically doesnot exist in the Smt Parvatibai Chowgule College of Artgs & Science premises. As far my knowledge goes the higher seconday was operational without any principal for last so many years.
If education department goes through its records to no buiding funds / grants have been released or availed by the chowgule college.
Educatio department was only paying the salaries of the teaching staff.
