Govt can't answer all Qns on behalf of municipalities

Municipalities are autonomous bodies and the government cannot answer all the questions on their behalf, says urban development minister Francisco D’Souza.
The minister also evaded a reply to another question regarding demolition of a cross in private property, suggesting that people should go to court if the deputy collector has acted illegally.
The approach has been adopted by the minister on the first day of the monsoon Assembly session that started today.
During a discussion on Sonsodo garbage project, the urban development minister limited his replies stating that the government cannot reply about what the Margao Municipal Corporation is doing.
When Margao MLA Digambar Kamat asked whether the agreement for capping has been signed with the consultant being appointed, D’Souza said the MMC should do it and not the government.
Similarly, regarding house-to-house garbage collection as decided by the High Power Committee, the minister said it is up to the MMC to implement the decision.
Later on, after the Director of Municipal Administration officer passed on a note to him, D’Souza said the agreement draft is being prepared and garbage collection would begin from next week.
He also remained non-committal on a demand made by Fatorda MLA Vijay Sardesai that additional fund be given to the MMC by the government for garbage collection.
Similarly, when Sardesai raised the issue of a demolition of a cross built in a private property by the deputy collector, D’Souza initially said the authorities had followed the Supreme Court order.
When Sardesai pointed out that the court order does not apply in this case and demanded suspension of the deputy collector for illegal demolition, D’Souza said the deputy collector has acted as the quasi-judicial authority and he should go to the court.
Sardesai claimed that the non-action in this case may lead to communal tension, D’Souza told him not to worry since “the complainant is a Christian, the one who built the cross is the Christian and the minister is also the Christian.”
