In the absence of Goa governor, Election Commission of India has allowed chief minister Digambar Kamat to hoist the national flag on Republic Day tomorrow, but without any political speech or announcement.

The situation has arisen as Maharashtra governor K Shankarnarayanan is holding additional charge of Goa.

“The CM can speak about the freedom movement and the republic, but not a political speech or even any announcement”, said joint electoral officer Narayan Navti.

According to ECI, any such political speech would amount to violation of code of conduct in view of Assembly election scheduled for 3 March.

The local ECI office will also videograph the whole function.
