Mediclaim scheme to be revised by month end

The Goa government has decided to review its Mediclaim scheme, which was riddled with several loopholes and had turned out to be a major revenue guzzler for the state coffers.

State Health Minister Vishwajit Rane told reporters today that by September 1, 2011 new-look scheme inclusive of all the amendments would be unveiled.

“There were many gray areas in the scheme which are now being eradicated,” the minister said.

Goa government had budgeted Rs 16 crores annually for the scheme which benefits around 1,600 patients every year who could not afford the super-speciality treatment in private hospitals.

Rane said there were instances wherein rich people were taking benefit of the scheme by providing fake income certificates procured from revenue officials.

“The revised scheme has a provision to punish revenue officer, if he is found giving fake income certificate. The disciplinary proceedings will be initiated against the officer,” he said.

In a major amendment, the health minister has reduced the quota allotted to him under the scheme.

He said that earlier minister had unlimited powers to relax the income limit in certain cases.

“But now, the minister can relax only three percent of the cases under the new scheme,” he said.

Mediclaim scheme was introduced in the state in the year 1989 and thereafter there was no revision made.

Rane said that considering the pace of applications received under the scheme, it would burden state exchequer to the tune of Rs 25 lakh by next five years, if anomalies are not fixed now.

Rane said that the Directorate of Health Services, a nodal agency to execute the scheme, had held two rounds of presentations with Chief Minister Digambar Kamat and other government officers on the revision of this scheme.

The third round would be held soon and scheme would be finalized by September 1, 2011, he said adding that benefits provided under the scheme are also enhanced so that the right people can be served by the government.

It is you'll The ministers who should be deprived as you''ll seem to ransack and loot the state exchequer and stash your loot in the foerign banks and deprive the citizens their right to survive forcing them to live at your godmn mercy.

Get all the 49000crs. back to our exchequer which you''ll have looted and lockedup in the swiss banks.

That is our money which should have been spent on our welfare and not your bloody families.We want our money back.
