Grants to Eng medium from next year?

The government decision to implement grants to English medium private primary schools from this academic year is caught into rough weather.
The state-level monitoring committee, headed by education secretary V P Rao, has submitted a fresh report on implementation of the cabinet decision, seeking clarifications from the council of ministers.
Director of higher education Bhaskar Nayak, director of education Celsa Pinto and deputy director of education Anil Powar are the committee members.
The cabinet, headed by chief minister Digambar Kamat, had ‘unanimously’ resolved to give salary grants to English medium primary schools, on 25 May, almost a month ago.
The education department had then sent proformas to all the schools, to be filled by the parents about what medium they would prefer their child to study in.
While proformas started coming in from several schools, the Bharatiya Bhasha Suraksha Manch strongly objected to sending the proforma only in English.
They also alleged that some school managements were pressuring the parents to opt for English.
In response to this, the education department has now decided also to send their proforma in Konkani and Marathi, while also making few additions to the content of the proforma.
“The whole process would take at least two more months. It would not be proper to shift the medium in the middle of the term”, said Powar.
The monitoring committee, which met yesterday, has now listed out several discrepancies in the circular issued by the education department.
According to reliable sources, major discrepancies pointed out by the committee are : 1. Shifting of medium of those students who have already studied in Konkani medium and 2. Making Konkani or Marathi the compulsory subject. This would wipe out choice of optional languages like Sanskrit, Portuguese, French, Urdu etc.
In addition, the committee has also referred the circular to the law department, based on objection raised by opposition leader Manohar Parrikar. The BJP leader has pointed out that the circular is in contravention to the provisions of Goa Education Act, which has still not been amended while adopting the Right to Education Act.

Save Goa was the party of Mr. Churchill
If u want Mr. Parikar to make amendments to The Goa Education Act of 1984, then u appeal to all christens to vote to Mr. Parrikar. As far as the people protesting on MOI issue, i think they are right b;'coz govt,. of the day have not followed any procedures, also more importantly they defending what they have done.
Secondly this decision should have been brought on the floor of the house and then amendment should have been done, I will not go in law aspect but only one thing I can tell you, if giving grants means involved money, for which education minister has to put his demand on the floor of the house and get it approved, which is not done so how he is going to give money (if at all it has to be given or it is eye wash or fooling the people or election stunt) the question is unanswered, if he brings this demand on the floor, govt. will collapse, because only churchil and edu. Minister (who happen to be ill-literate ) are supporting the issue. Lastly the name of the organization who is asking for grants to English is FORCE, the name itself suggests that they bulling there wants, this is not correct.

Dear Mr. Parrikar
Can you be a little clear when you say the circular is in "contravention" to the provision of Goa Education.
There is no need to Amend the Education Act by making some unwanted Amendments to make Konakani and Marathi as compalsary Subjects.
Konkani is our mother tongue from where did marathi come from why do we need Marathi In Goa.Marathi is for Maharastrains and not for GOANS.
You are an Intelligent Politician than anyone in the Ministry.You know what it means to have Education degrees and how competitive the world is outside Goa.I expect some knowledgeable amendments to the The Goa Education Act of 1984 from you.
The Goan Education system needs an uplift in Quality and not like kerala in where history says 100% leterate state but what does 100% literacy means does anyone goes to define it?NO.
These people Who are protesting on Education MOI or Grants for English medium dont have a clue what they are doing.They are just been influenced by people in Power to support something in where the motive of the Mastermind Politician is different than the common man understanding of the LAW.
There are far more Issued In Goa to raise our Voice like Unemployment,Traffic problem,tourism issues,Garbage Issues,Colleges offering Degree, Enviroment protection issues,Deforestaion,urban planning,protection of Beaches,Organised Markets,Organization of Government departments,Proper allocation and optimum utilization of funds towards infrstructure development etc.
