Elvis may become IAS replacing Arun Desai as HC reverses seniority list

Three senior bureaucrats – Swapnil Naik, Elvis Gomes and Menino D’Souza – have won a major battle of seniority, posing threat to the IAS cadre post of their colleague Arun Desai.
The Bombay high court at Goa today passed an order, reversing seniority list of the bureaucrats and pushing former transport director Arun Desai to fifth position while elevating Director of Prisons Gomes to the second.
Though Sandeep Jacques also got demoted in the seniority list, he may not lose his induction into IAS cadre along with South Goa Additional Collector Swapnil Naik.
The seniority list prepared by Goa government was challenged by Naik, Gomes and D’Souza.
As per the new list ordered by the high court, Naik has been elevated from third to first position in seniority.
Gomes has been brought up from fourth to second position while D’Souza from fifth to fourth position.
In the bargain, Arun Desai has been pushed to fifth position from his earlier position of number two.

As per the new seniority list with retrospective effect from 2012, Elvis Gomes would be now inducted into IAS cadre while Arun Desai will have to be demoted and brought back into Goa civil service.
Naik, who was inducted into the IAS cadre from 2013, will now get inducted from 2012 while Jacques will lose one year of his induction. His induction would be now from 2013.
There were two officers to be inducted in 2012 and one in 2013.
As per the old list, Desai was inducted into IAS and posted in Puducherry while Jacques was posted in Andaman and Nicobar islands.
Naik was retained in Goa.
