I have acted only as Digambar's postman: Arthur

Margao municipal chairperson Arthur D’Silva says he has acted nothing more than a postman in delivering former chief minister Digambar Kamat’s RTI letter to JICA-funded office and knows nothing more than that.
“I was going to Panaji, so he requested me to deliver his RTI letter to JICA-funded office and try and get a reply if given immediately. It was just a postman’s job”, D’Silva told goanews.com today.
He has moved for anticipatory bail, fearing arrest, since the crime branch of Goa police has implicated him with a conspiracy to deliver false information in order to save Kamat, also the Margao MLA.
“I really don’t understand why I am being implicated in this. Is it a crime to deliver somebody’s letter? In what way am I connected to JICA office giving some information to Digambar Kamat?”, he asked.
The JICA office had earlier furnished information to Kamat that the file with notings pertaining to the JICA-funded project of water supply and sewerage was taken by the crime branch along with other files, when they had searched the office.
D’Silva had personally gone to JICA-funded office with Kamat’s RTI letter and the authority letter given to him by the former CM, to collect the reply, on 10th August.
Next day, he had personally collected the reply from the office, which stated that the crucial file, which the crime branch claimed to have been missing, was with the crime branch.
“I don’t belong to any particular party. I am an independent person. It was a just a courtesy to the request made by our Margao MLA. That’s all”, says D’Silva.
D’Silva is also a contractor and keeps visiting the Panaji PWD office, where JICA-funded office is also situated.
D’Silva is also considered to be close to the ruling BJP government.
Meanwhile, sources close to the Margao chairperson disclosed to goanews.com that D’Silva also spoke to chief minister Laxmikant Parsekar, telling him that he is completely innocent in the case.
His fate would be decided tomorrow, when the special court dealing with corruption cases hears his anticipatory bail application.
