Illegal ore export of Rs 2747 Cr in Goa: Justice Shah

The Justice MB Shah Commission on Monday reported illegal mining worth over Rs 22,000 crore in Jharkhand, unlawful ore exports to the tune Rs 2,747 crore from Goa and blatant encroachment in Odisha by companies.

Alleging "flagrant misuse" of rules, the commission in its report tabled in Parliament today suggested cancellation of leases, recovery of lost revenue and punishing errant officials, who colluded with the miners.

The M B Shah Commission, appointed to probe on illegal iron and manganese ore mining, found big corporates like Tata Steel, SAIL and Essel Mining as well as medium and small firms Usha Martin and Rungta Mines guilty of wrongdoings and violation of rules.

In Jharkhand alone, iron ores worth over Rs 22,000 crore and manganese ore valued around at Rs 138 crore were extracted "illegally and without lawful authority" by firms like state-run SAIL, Tata Steel and others, the Commission said.

The Commission in its first report on Jharkhand said 18 leases were running under deemed extension without having environment approvals and 22 were carrying mining in violation of norms.

The Commission also said there is a difference of 53.41 MT of iron ore production in the figures of Indian Bureau of Mines (IBM) and state government data.



The "mineral value of such difference of quantity of ore comes to about Rs 8,685 crore" which might have been sold to the nearby illegally operated crusher holders.

The second report on Odisha showed companies such as Tata Steel and Aditya Birla Group's Essel Mining and Industries carrying out mining operations beyond the leased areas.

Suggesting that mining leases could also be cancelled in cases in Odisha where the encroachment is more than 15 per cent of the leased area, it said assessment of the ore removed from illegal encroached quarry pits should be done and its value should be recovered from the lessees besides imposing appropriate penalty on them.

In the Shah report, ex-Congress MLA Joaquim Alemao has been named& shamed as one of the Accused in Goa`s Illegal Mining scam.

I hope Mr Alemao will book a "Priority Suite" in the best Hospitals available in either India, Dubai, Moscow or London.

The Chest Pains & Blood Pressure ailments are bound to affect him and increase day by day.

The only consolation I can offer Joaquim Alemao, is that his close family members like Yuri, Churchill & Valanka who are now out of work ( public rejects), will have a lot of time to visit him.

Once again, Goa`s fake Messiah & Prophet ,Mannohar Parrikar preaches to his followers, that he will recover the Rs 2747 + crores within 6 months.

Similarly all other Mining related issues will be resolved by his personal Time-Frames.

I guess , using his usual deadline catchphrases it will be " By Republic day/ end of January"(6 Months) or perhaps "By Valentines day".

We must assume that the Mining Companies indicted in the Shah Report, will have no case for a response or even a Legal challenge.

Personally I do not believe the CM will achieve his now well known false promises of recovery of Rs 2700+ crores in 6 months.

The best I or we can do is await his usual excuses, excuses , excuses & more excuses.

Mr Parrikar , who suffers from extreme forms of Political Insecurities,runs his Government on false/fake promises and his well established & habitual U-Turns.

In his scheme of holding to power,Mr Parrikar has to keep his Ministers & MLA`s happy first. That is his 1st Priority.

His " BJP Party Sponsors,Miners, Sychophants & cronies get 2nd priority.



Goan Citizens,Tax Payers or the ordinary public is last or come last in his list or priorities. They are dispensable (not important).

GF, Church, AAP & All Goans Should Demand, First Recover Looted Money And Then Re-Start Mining. And If Start Then Swaraj Act Must Be Passed, So That Mining Income Can Come In The Hands Of Goans And Not Go In The Hands Of The Few Rich People. Swaraj Is A Must To Start Mining, So That Mining Income Can Come In The Hands Of Whole Village People.

So what is Goa`s "State of Art" & "World Class" Chief Minister, Mr M Parrikar along with the well remunerated Advocate General of Goa, going to do, to punish their best Friends, The Miners, to recover the loss?

Will the CM & AG now be challenging this in the Supreme Court? After all they both are much "Smarter that the Judges of the Supreme Court. They have a lot of excuses & tricks up their sleeves and are very fond of Legalising /regularising Illegalities .

Now we Goans are well accustomed to hearing the CM`s habitual quote.." BY September, By October, By Diwali,, By Christmas ,By ???? etc etc.

Can we expect to get one of the CM`s auspicious deadline dates?
