Face IT if spent disproportionately; CM to RTI activists

In a veiled warning to RTI activists in Goa, Chief Minister Manohar Parrikar has said that cases where people are found spending money disproportionate to their known sources of earning, to procure information under the Act, shall be referred to Income Tax department.

"If anyone spends lakhs of rupees to source information under RTI in various departments without having the capacity to pay so much, then it is my responsibility to refer the matter to Income Tax," Parrikar told a gathering of small scale industrialists in Panaji on Friday. 

The CM had recently issued circular to all the government departments asking names of people who seek information under RTI.

While Parrikar initially had claimed that he did so to know whether foreigners were given information under the Act, the RTI activists had alleged that the circular was to suppress the information. 

"RTI is a good act but the question mark is on the people who source the information under it," he said, adding that "there are many people who are negative in their thoughts with a design in mind."

The Chief Minister at the same breath clarified that he does not say that all RTI applicants are doing it with malice. 

"There are many genuine people who seek information under the Act," he said.

I had asked my Accountant to take some much deserved rest. However, he has become even more "restless". He has told me he has difficulty sleeping.

I asked him why? and he questioned why The CM Parrikar is more interested in investigating the Tax affairs of RTI activists with the Inspectorate of Taxes(Income Tax Dept).

He is unable to understand why Mr. Parrikar is not keen to investigate the Income Tax returns of his MLA`s & those of the Congress past & present too. Many have become super, super rich overnight.

In Goa`s democracy, aren't these MLA`s accountable to its electorate or citizens ?



Is the CM living in fear, of being deposed, like President Morsi of Egypt? ...that prompts him to look for lame excuses to justify his administration.

With the loss in Mining revenue & thousands of hungry Mining dependants,, why is the CM not keen to investigate this .Is he shy and timid?

Is he only able to assert his authority on lesser & weaker sections of society & people?.

I am trying to placate my Accountant that Mr Parrikar has an appetite for catching "SMALL Fish" rather than the BIG FISH.



I have advised him that Parrikar`s has a habit of "TALKING BIG but "Acting Small". Or in other words, he finds it difficult to "WALK the TALK".

The brains of my trusted Accountant has just suffered an acute explosion.

He is unable to balance and justify how the cost of obtaining information under the RTI which on average (I assume) costs between Rs 10 to Rs 100 suddenly totals or runs into Rs. Lakhs & justifies an investigation.?

I too, am also beginning to wonder "how many" Goans spend Rs. Lakhs , just on obtaining RTI`s.? ...Is it one, two ..or thousands...or Lakhs/Crores?

Has obtaining RTI`s become fashionable....or a new hobby like antique s, stamp or coin collections.

Has Adv. Aires Rodrigues replaced his Photo albums with RTI albums?.

Has Kashinath Shetye replaced his collection of Bollywood CD`s with RTI documents.

Has Sudip Tamankar decided to stop visiting his local barber for a daily shave and started using the RTI`s to shave others instead?

Is obtaining RTI`s (at financial loss to oneself ) a new profession in Goa ? ...or another "dirty habit" like drug taking, smoking or drinking to excess, that needs exploring and Government intervention?

I have advised my Accountant to take some rest.

I have explained to him that the CM Mr Parrikar has just returned from the UK & Germany.

While abroad, he got his "Trumpet" & "drums" polished & refitted and he will now play some weird & wonderful "Beats"( tunes).

His very 1st tune is that Goa`s economy /budget heavily depends of Rs 150 Crores Casino money. If not Goans will suffer from hunger.....but not a gambling disease.

He is now working on his new tune called "RTI & The Taxman". This is just entering the Pop Charts.

Please pray ,so that my usually logical & mathematical Accountant, recovers from his temporary bout of insanity!!!!

Parrikar is a U TURN Specialist.A person who barks when in opposition but does nothing when in power oh yes Chief Minister.

example -Uturn on casinos,Mining,Mid day food for school kids.This person himself had said that the food is not even meant for animals when he was in opposition but when he was chief minister he could not do anything abt it.still you can see this not fit for animals food being given to poor school kids.

Next time he says something do you want to trust this Lier and a Oppurtunist person.

He is now trying to supress the RTI activist.

His son got mutation done in 30 minutes it took me 1 1/2 year after many trips to get my work done even when i had all legal papers .I had to feed the animals to get my work done.

This person is a dictator ..no wonder his love for modi.

I wonder who the Chief Minister has in Mind in this instance.....Adv. Aires Rodrigues, Mr Tamankar (Congress spokesperson) or Kashinath Sheyte (Junior Govt. Electricity employee)?

These by far are the most prominent, of the RTI Activists reported in Goa.

It seems like these 3 guys have become a thorn, in the side of Mr Parrikar and his quest to steam-roll his way ahead in Goa.

Strangely, many People in Goa are now accustomed to the empty "Sound-Bites" made by Mr. Parrikar. These habitual Sound-bites are purely words and they never translate into action.

Mr Parrikar has made many threats...Mining, Casinos, jailing corrupt Politicians etc...but none have ever come to any conclusion.

This seems no more, than another cheap "Deterrent" or act of deterrence by the CM. It does not produce or instil a "Fear Factor" anymore.

Is the CM running scared?...it seems so
