Human Rights Comsn takes up bouncers' issue

Goa Human Rights Commission has taken suo motto cognisance of bouncers manhandling social activist Dr Oscar Rebello, based on media reports.
The Commission has issued notices to Chief Secretary, Transport Secretary, Director General of Police and Commissioner of City Corporation of Panaji.
They have been told to file replies by 30 July.
Dr Oscar was manhandled by bouncers hired by a film unit, which had illegally blocked the road and was not allowing him to cross the road to go to his clinic yesterday morning.
The main contention of the Human Rights Commission regarding the incident is the general public having prohibited from the right to use the public road.
Human Rights Commissioner Justice (Retd) P K Mishra has sought explanation regarding permission granted to block the public road for a film shooting while denying citizens their right to cross the road.
However, the Commission has also made it clear that it does not want to enter into the issue of assault since it is part of police investigation.

Unfortunately Goan Bouncers are not "Certified" or "Licenced" security guards.
They are not also checked for their criminal backgrounds or anti-social credentials
In reality, they are thugs & goons.They are known more for their brawn than brains.
The are like "ornaments" for the Rich elite and also criminally inclined individuals
In the UK ,a Bouncers criminal background is checked/investigatedby both the Police and other investigation agencies. In addition they need to pass through stringent security checks and a written Test.

'I am a celebrity get me out of here' Sadly I am not.
I was once pushed by the bouncers at a city film shooting while walking on the promenade, no one took notice of me for I am not a celebrity. I did raise my voice but it did not go well and quietly walked away for I knew if I continue arguing, I would have landed in the lock-up booking me u/s 268 of IPC etc. Even Govt run events are full of black dressed bouncers. We saw during Grape Escapade 2013 Carnival, latest we saw at Benaulim Sao Joao. Everyone hires expensive bouncers for our police are impotent?

How and why this happened? The truth should come out. It is not acceptable that a doctor is not allowed to proceed to his clinic for his daily work.
I do not blame the bouncers but the persons who hired the bouncers for the job and the authorities who game them permission to block the road.

It is fine that once in a while a public road is blocked for a reason.
But since it is a public utility, such blockage must be declared in advance and public be informed about the same through local newspapers etc. If this wasn't done then the relevant department should be held responsible.
