Govt to suggest models for RP21 changes

The Bharatiya Janata Party government plans to reopen the draft Regional Plan 2021 by July end, but after providing several models to choose to plan the village.
Chief Minister Manohar Parrikar made his ideas open to the media regarding reconsideration of the RP21.
Before it is thrown open to the public, he plans to consult all the stakeholders and then prepare a few models for reconsideration.
“Let people choose one of the models to develop their village and we will fully honour it”, said Parrikar.
He however did not disclose what kind of models he plans to propose.
“Let me consult all the stakeholders including the MLAs, panchas, councilors and even the NGOs like Goa Bachao Abhiyan”, he said.
The chief minister however is planning to fit in legally the idea of a plebiscite within the village to decide the model, rather than the Gram Sabha deciding it.
If not, he plans to go by the existing law which, according to him, is that the Gram Sabha recommends and the panchayat council takes a final decision.
Parrikar however made it clear that the changes in the draft RP21 would not be beyond the existing draft.
“They can suggest changes with reductions, not additions”, he clarified.
The draft RP21 prepared during the erstwhile Congress regime was put on hold by the BJP government as many people had objected to mistakes like green areas shows as settlement zones etc.
“If we come out with all the models by July, then the RP21 would be opened for public suggestions by July end, otherwise by August”, said Parrikar.
