No Act & vehicles charged new taxes

The mismanagement of e-governance has apparently started paying its price as transport department has to refund the additional amount of taxes it collected from the vehicle owners even before the newly passed bills have become an act.
The budget presented by chief minister Manohar Parrikar had proposed enhanced tax structure for vehicles and the bills relating to these proposals were passed in last two days of the Assembly, which concluded on 2 May.
However, even before the bills were assented to by the Governor, the transport department started collecting the extra Green Tax and the one-time Infrastructure Development Cess from the vehicle owners.
“It was a mistake on our part as the computer-generated programme started functioning from Monday”, transport director Arun Desai told goanews.com.
This goof up was brought to notice of the media by Congress spokesperson Sudip Tamankar today evening at a press conference.
He alleged that the transport department has started looting the vehicle owners while the governor has sent back the bills without giving his assent.
“The bills have not even gone to the governor”, claimed the transport director, stating that there is no question of returning it.
He however admitted the goof up, as a result of which extra money was collected on two days – Monday and Tuesday.
“We will refund the extra money”, said Desai.
He however did not know how many vehicles were registered in two days.
The original act had a provision of Green Tax on the re-registration of vehicles after completion of 15 years.
It was Rs 250 for two-wheelers and Rs 500 for other than two-wheelers in non-transport categories, for five years.
In the transport categories, the tax for five years was imposed from Rs 200 to Rs 1000, from motor cycle to heavy vehicles.
The new amendment has now rationalized the tax structure by combining both the categories and increasing the tax as below:
Rs 1000 for two-wheeler, Rs 1200 for auto rickshaw, Rs 1600 for light motor vehicle, Rs 2000 for light commercial vehicle, Rs 2400 for medium motor vehicle and Rs 4000 for heavy motor vehicle.
The Infrastructure Development Cess was introduced last year, which has been now enhanced, for the vehicles costing more than Rs 10 lakh.
The cess now would be Rs 12,000 instead of Rs 10,000 for vehicles costing between Rs 10 lakh to Rs 20 lakh.
Instead of Rs 30,000, the transport department would now charge Rs 40,000 for vehicles costing above Rs 20 lakh.
In case of vehicles costing above Rs 40 lakh, the cess would be now Rs 75,000 instead of Rs 50,000.
