Who is the 'housing scam' Babu?

Babu is a mysterious person the Goa government is presently looking out for, now in a Housing Board land scam.
The issue was brought to light by St Andre MLA Vishnu Wagh in the Assembly yesterday.
The Housing Board has acquired over 71,000 sq mts of land behind the Fulancho Khuris at Bambolim and divided it into plots.
The plots are yet to be auctioned, clarified Housing minister Milind Naik.
Wagh however brought to his notice that one huge plot has already been cordoned of with a fence.
“When I asked the people there, they say it belongs to Babu. Which Babu they don’t know”, said Wagh.
Housing minister Naik clarified that it has not happened during his tenure while Wagh said the plot was fenced almost four years ago.
As Quepem MLA Babu Kavlekar was surprisingly listening to this debate, Wagh also clarified that “he is not this Babu sitting here.”
Incidentally, the housing minister during Congress regime was Babu Azgaonkar.
He was defeated in the last Assembly election by Speaker Rajendra Arlekar in Pernem constituency.
Housing minister Naik has now assured the House to find out who this Babu is and how the plot is being fenced without any formalities having taken place.
He also agreed to Wagh’s suggestion to make these plots available to the Lower Income Group and not for the wealthy people to build bungalows.
