CM announces major doles to mining-dependents, between Rs 3000 to 12,000 pm

Chief minister Manohar Parrikar, on the day of completing one year in power, announced two major schemes for mining-dependent people, dolling out monthly assistance between Rs 3000 to Rs 12,000 each.

Total 19,000 people are expected to benefit from the schemes, which are meant for workers in mining and ancillary industry as well as people owning trucks, barges etc.

It would cost the government Rs six crore per month and would be implemented by month end.

The financial assistance would be made with retrospective – the day mining activity came to a half in October last year - till 31 December this year or till mining activity starts.

Parrikar said the government would also come out with a similar scheme for those whose agriculture got affected due to mining.

It could cost the state around Rs 1.5 crore per month, the chief minister said.

The scheme for jobless mining workers would be limited to five talukas of Sattari, Bicholim, Dharbandora, Sanguem and Quepem.

People working on barges and trucks from other areas would also benefit from the scheme.

Only one from each family would be eligible to avail these schemes.

Benefits to mining workers would be in four catetories:

1) Rs 3000 or 50% of gross salary: Family income less than Rs 6000 per month.

2) Rs 4000 or 50% of gross salary: Family income between Rs 6000 – 10,000 per month.

3) Rs 4000 or 50% of gross salary up to Rs 5000: Family income between Rs 10,000 – 15,000 per month.

4) Rs 5000 or 50% gross salary up to Rs 6000: Family income over Rs 15,000.

To avail this scheme, the worker will have to produce his salary certificate as well as PF and ESI documents.

The scheme would be applicable to mining worker from five talukas as well as worker working on a truck, tipper or a barge, also from other talukas.

Another scheme of financial relief is exclusively to truck and tipper owners.

Irrespective of the number of trucks owned, the truck owner would get monthly relief for only two trucks.

The owner would get Rs 8000 for the first truck and Rs 4000 for the second truck.

It is restricted to individual owners. In case of partnership, the partner needs to be residing in one of these five talukas.

The government has extended registration date for truck up to 15 March and has appointed Goa Electronics Limited as a nodal agency.

With both these schemes, around 6000 to 7000 trucks and around 9000 to 12,000 mining-dependent workers would benefit.

Parrikar however has also warned the companies not to renew their leases if the retrenched workers are not employed back.

Parrikar said he is also working on a scheme to grant certain percentage of works contracts in government projects to to mining-dependent persons to procure things like cement etc locally.

The chief minister said large number of migrant contract workers have gone back to their native states like Orissa, Maharashtra etc.

These schemes are announced in addition to government jobs of 400 Forest Guards.

The person availing the scheme needs to show his or her name in the electoral rolls of that taluka in 2012 or Electoral Photo Identity Card showing evidence that he\she resided in the taluka prior to 2009.

The person has to be suitably identified by local MLA or a Gazetted officer of the rank of Joint Secretary.

The schemes would be formally notified on Monday and forms of the schemes would be available with MLAs and in respective taluka headquarters.

Mr parrikar.Who are these mining dependent ? Are they original goans or migrants come to goa to make a living like our selves who come to gulf to work at our own risk.I am not against doll paid to goans but why to people from other states who have come to goa .did the goa government assure them these benefits when they came to work or do business in goa.If mr parrikar govt is so much concerned about these mining dependents,he should also be concerned about the gulf returnes who have lost or will lose their jobs and pay them some montly allowance till they get another job.

this is adding insult to injury or rubbing salt rather iron ore on injuries. You make people jobless and promise barbie dolls. As it is now clear that parrikar has made goa govt bankrupt within 1 year. There is no money to pay salary of govt employees. An estimate is total loss caused to goa by parrikar this year is 10000 crores. From where he is going to pay this 6 crore multiplied by 20 = 160 crores? Parrikar was trying to extort money from mine owners when he banned mining to the tune of scam of 3000 crores. Because of alvares he failed. So he used his goons to scare ngos and divert anger of mining affacted people from him to ngos. There also he failed. Now he is saying to people il give you money keep quite. Unfortunately for mining affacted poor people who have nothing to eat, here also he will fail. Only hope for people is supreme court decides the matter as soon as possible. As far as parrikar is concerned he has earned enough curses from people that his future generations will have to cure for a thousand years.
