SEZ appearing in new Avatar?

The draft “Goa Investment Policy” prepared by the Goa government once again speaks about developing the Special Economic Zones, known as the SEZ.
It is part of the seven parks and zones the government intends to set up.
The erstwhile Congress government had scrapped all the SEZs due to public outcry.
The new draft policy for industrial development is expected to be tabled in the forthcoming Assembly session next month.
The government has prepared 73-page policy document for industrial development in Goa; now renamed as Goa Investment Policy.
The draft identifies eight thrust areas for focussed attention, as Pharmaceuticals, Drugs & Biotech Industries; Food processing & Agro based Industries; IT & IT-enabled services; Eco tourism/ Heritage tourism/ Adventure tourism/ Event tourism & Medical tourism; Entertainment Industry; Light Engineering; To study and suggest development of ITeS industries; as well as To study and suggest development of Hardware Industry & Electronics Systems Design and Manufacturing (ESDM)
In order to ensure that thrust areas receive focused attention, the draft policy suggests setting up of eight different parks and zones, like these : a Pharma park; Food park including Wine park; Software Technology Park; Biotech park; Apparel park; a Film City; Agro Economic Zone and the Special Economic Zone.
It is interesting that the draft policy nowhere elaborates about the SEZ.
But, more interestingly, it talks about the “Development of Special Investment Regions”.
These regions, within a small state of Goa, are explained as Special areas demarcated for development with their own industrial, social and urban infrastructure, benchmark to global standard, to attract global as well as domestic investments, thus enabling to bring in large investments, economies of scale and world class infrastructure arrangements.
The policy also suggests setting up of National Manufacturing and Investment Zone. They sound similar to the Special Economic Zone - or the SEZ.
