Goa urges SC to allow Govt to sell mining dumps; for revenue + jobs

Goa government has urged the supreme court to allow the government to sell 750 million tonnes of mining dumps, in order to generate revenue for the state and employment for the affected people in the mining sector.
The 223-page affidavit filed by the Manohar Parrikar government has suggested this via media to restart “some” activity in the mining industry while the supreme court would decide the case.
The long-awaited affidavit of the Goa government was finally filed on 8 February.
It has made several requests and suggestions to restart the legal mining in Goa.
But one of its major one - as a via media - before the supreme court disposes the case, is to take over the mining dumps and sell it.
The affidavit states as follows:
“It is further submitted that the state government shares the concern expressed in the Mr Justice Shah Commission report and the CEC that the state has to be adequately compensated out of the mining operations carried out by the leaseholders.”
“Accordingly the state government is considering that subject to following due procedure, all dumps, which have tentatively been assessed to be 750 million tonnes, shall be taken over by the State for scientific handling and revenue out of its disposal would accrue to the State.”
“It would go a long way in making good the ecological and environmental damage that has been caused in the process of haphazard mining undertaken so far.”
“The State government therefore urges this Honourable court to permit handling and sale of dumps, which is a subject matter of storage, transportation and trade squarely with the purview of State Administration u/s 23(c) of the MMDR Act, 1957.”
“The sale shall be strictly controlled by the Monitoring Committee, to be appointed by the State government till the whole regulating mechanism for sustainable mining as explained above are put in place and all verification of documents of leaseholders are carried out.”
“The effort if permitted would have the people of State who are on the verge of starving due to the stoppage of all mining activity since the entire operation would be taken over by the State Government.”
