CM demands 'mining' package & Art 371 for Goa

Chief minister Manohar Parrikar has demanded Special Financial Package from the centre to overcome the economic crisis Goa is facing due to mining crisis.
He has also demanded to bring Goa under protective cover of Article 371 to stop purchase of land by foreigners and big corporate houses.
Parrikar was speaking on Thursday at the National Development Council meeting in Delhi, chaired by prime minister Dr Manmohan Singh.
He also said that Goa has lost almost 30 per cent of revenue and around three lakh people are unemployed due stoppage of mining.
Parrikar also criticized the centre for treating small states like Goa as union territories on the issue of civil service cadre management.
Chief minister Manohar Parrikar, while speaking at the National Development Council meeting on Thursday in Delhi, said Goa is paying for the sins committed by the central government as well as the erstwhile Congress government in Goa in handling the mining industry.
He pointed out at the disproportionate share of mining which was exporting iron ore worth five billion dollars.
The Centre earned 7000 crore from this whereas Goa earned only 1000 crore rupees.
He thus demanded a special financial package to support the people who are displaced due to stoppage of mining.
Parrikar also placed before the National Development Council the economic crisis Goa is facing due to mining crisis.
According to him, Goa has lost 25 to 30 per cent of its revenue. Almost 20 per cent of the population has become unemployed.
It has created non-performing assets of almost 2000 crore of rupees. Half of it belongs to the co-operative banks.
The buffer zone issue of 10 kms is also pending for the last 17 years, he said.
Chief minister Parrikar also highlighted other major issue Goa is facing.
He alleged that Centre is treating small state like Goa as a union territory while appointing officials from the AGMU cadre.
He appealed to the prime minister to resolve politically motivated water issue of Tillari as well as Mhadei diversion.
