400 lakh MT is Goa's illegal iron ore

Almost 400 lakh metric tonnes of iron ore has been illegally mined and exported in the last five years, since 2006. And 67 per cent of it has been exported illegally in just last two years.
Almost 83 per cent of these are exports of the dumps, which were lifted without environment clearances.
These shocking figures are provided by the centrally empowered committee to the supreme court.
Most interesting part of this report by the CEC is that these figures have been gathered from the mine owners themselves.
The CEC has collected the report from the Indian Bureau of Mines. But it is based on the returns filed by the mining lease holders and the export figures provided by the Goa Mineral Ore Exporters’ Association.

These figures show very clearly that export of illegal iron ore was going on since 2006.
It started rising since 2008.
From 30 lakh metric tonnes, the illegal export doubled in 2008. It became 65 lakh metric tonnes.
It became four times more by 2009 – almost 125 lakh metric tonnes.
And by 2011, it was nearly five times more – 140 lakh metric tonnes.
Out of total 396 lakh metric tonnes of illegal mining, 266 lakh metric tonnes is just within two years – 2009 to 2011.
67 per cent of the illegal trade took place in these two years.
The mine owners argue that the quantity shown as illegal export is actually not extracted from mines but the dumps lying in the lease area was exported as iron ore.
But the CEC has pointed out that these dumps were lifted without environment clearances and thus its export becomes illegal.

This table shows the figures gathered by the CEC of iron ore produced from the dumps in these crucial two years.
Production from these dumps is 220 lakh metric tonnes. Almost 83 per cent.
It was 85 lakh metric tonnes from 32 mines and 135 lakh metric tonnes from 57 mines.
This leaves 46 lakh metric tonnes of iron ore, which was definitely extracted illegally and exported in two years.
The CEC has countered the Goa government’s contention that no environment clearance is required to export the iron ore from the dumps.
The CEC is also not sure how much of these exports were from the dumps lying within the lease area and how much from the dumps outside the lease area.
In fact the CEC has said the dump lifting outside the lease area should not be permitted at all.
