Justice Khandeparkar panel to probe findings of Shah Commn

Goa government has decided to form a high-level committee, to be headed by a retired high court judge Justice R M S Khandeparkar, to probe into the irregularities being pointed out by Justice MB Shah panel in its report on illegal mining.

"The Independent High Level Investigation Committee (IHLIC) will be headed by retired high court judge RM Khandeparkar, and will submit its report within two months," chief minister Manohar Parrikar told reporters after the Cabinet approved setting up of the panel.

The panel would also include two environmentalists, whose names would be announced later. 

Justice MB Shah commission in its report tabled in Parliament had pegged the iron ore scam at Rs. 35,000 crore and indicted several private players besides public servants for their acts of omission and commission.

"The committee will suggest measures for effective control, supervision and regulation of mining industry. It will also investigate the loss to the state exchequer due to pilferage of royalty, cess collection and will also investigate the encroachments pointed out in the commission's report," Parrikar said.

Prominent among its terms of reference, the Khandeparkar Committee will also identify offences and illegalities by public servants in passing orders making dead leases operational.

It will also suggest remedial measures for coordination among various agencies, he said.

"The anti-corruption branch of police has also been attached with the committee so that they can help in holding criminal investigation against those who are found guilty during the inquiry. The committee has been given complete investigation and police authority," the Chief Minister said.

Parrikar said his government will proceed with the recovery of money from the mine owners involved in irregularities only after receiving report from the committee.

At last some proactive approach by Mr Parrikar to move forward on the recommendations of Shah Commission. Hope Justice Khandeparkar, does the justice and punishes the illigal mining lobby in Goa. Iligal mining operators must be put behind the bars. All the looted Rs. 35000 crores must be recovered and bans completely mining from Goa.

The entire exercise reminds me of a famous dialogue from some insignificant hindi move...'tarkh pe tarikh and the hero blabbers out a long dialogue on the corruption in judiciary.

Now on the lines of धर्मो रक्षति रक्षित: the plot stinks of बामणो रक्षति रक्षित:

Everyone knows who are guilty and this sophisticated gymnastics by the learned Chief Minister to absolve criminals with this holy Gangajal of yet another commission is sickening. Of course, in a democracy guided by principles of mobocracy gullible voters can be bought over easily and hence DIgu or Monu both have to play the same game though their styles differ immensely.

Majority of mine owners are the holy thread bearers with their faith in certain swamis. The person heading the commission and the one appointing that commission too belong to the same breed.

So this unholy alliance has already has blessings of " Peethadheesh".

Beware Goans,as long as Unkaa kaam banata, Bhaat mein gayi janata!
