Shantaram seeks land protection for Goa under Art 371

Rajya Sabha MP Shantaram Naik has once against introduced a bill in the Parliament seeking special provision for Goa under article 371, to regulate sale of land.
All his 33 bills he had introduced earlier lapsed as his term had ended.
Naik has been re-nominated to the Rajya Sabha.
The Statement of Objects and Reasons of his bill states that "Land is becoming a scarce commodity, more particularly in small States. Land mafias from foreign countries are landing in States like Goa with tons of money buying huge areas creating social and economic chaos. Some of the parties are potential enough to buy a whole village in a smaller State like Goa.”
According to Naik, persons in real estate in the country too, are resorting to similar purchases disturbing the social fabric in Goa.
Rights existing under the constitution should not be so unfettered so as to change economic scenario of a smaller State, particularly its villages, much to the disadvantage of the State and its people, feels Naik.
Anti-social elements which become a part of such uncontrolled transactions are proving disastrous for a state like Goa, opines Naik.
He thus wants small state like Goa to be empowered to enact appropriate legislations to bring in restrictions on transfer of land and other immoveable properties.
It should be on the grounds of duration of residential requirement in the state, social and economic needs of the state, environment and public interest, as may be specified by the law, says Naik.
The Rajya Sabha MP has also moved another legislation to disqualify legislators ,if any member of a House makes derogatory or defamatory statement against his own party.
Such statements made against the key office-bearers of the party undermines the prestige of the party in the eyes of the members of the public or otherwise conduct in a manner indicating that he has severed his relationship with the party, says Naik.
According to him, such a member shall be deemed to have voluntarily given up membership of his party.

It is and important bill for us goans because people from other states like DELHI are just buying properties like peanuts and we goans are just selling our properties for sake of little extra finance .But we should remember one day we and our children will not have a place to live in .For exampale in SAIPEM CANDOLIM the landlord instead of selling the place for local tanant they have sold to DELHIWALAS because they are getting huge amount.And so because of this we require a BILL to protect our GOA from being sold to OUTSIDERS
