Judicial probe fails to nail Balli violence culprits

The judicial enquiry into the Balli violence and subsequent burning of two tribal leaders in a Goan village in May last year, has failed to identify the culprits behind the carnage.
The District Collector and DSP however have been blamed for mishandling the episode.
Justice S K Shah probing the incident that unfolded on May 25 at the Balli village, 40 kms from here, submitted its final report to the state government on Wednesday.
The tribals under the banner of United Tribal Alliance Association (UTAA) had blocked national highway pressing for their 12 point demands on that day.
Two tribal leaders were burnt to death by a mob of Balli locals, who were upset with the constant road blockage by the agitators.
Police had cane-charged the protesters mercilessly evoking strong criticism throughout the state.
The then Digambar Kamat-led government had initiated judicial enquiry in the incident following protests by UTAA.
The inquiry, which went through the circumstances and also took deposition of various officials and eye witnesses, has not been able to pin point the culprits behind burning of tribal leaders Manguesh Gaonkar and Dilip Velip.
Both the leaders had taken shelter in a nearby Cashew factory when a group of locals set the building on fire killing both on the spot. UTAA had claimed that the building was set on fire in presence of policemen.
The enquiry report, which was submitted to the government on Wednesday, has castigated then district collector G P Naik and Superintendent of police Tony Fernandes for mishandling the agitation.
