Justice Shah report on illegal mining in 45 days

Justice M B Shah Commission on Saturday said it would submit the report on illegal mining in Goa in one-and-half months.
"The report on illegal iron ore extraction would be submitted to the Centre in the next 45 days," Shah said after a public hearing on the issue at Porvorim near here.
He said the report would be a public document and it would be placed before the Parliament in due course.
"The exercise (of preparing the report) would not be futile. There will be several recommendations that would be placed before the Parliament...Supreme Court can intervene if breach of fundamental or human rights is found," Shah said.
The commission, set up the Centre, began its investigation into illegal mining in Goa this week.
Unofficial figures say that illegal iron ore trade could be worth anything between Rs 1,200 crore to Rs 10,000 crore.
Justice Shah said high demand from China boosted the exports, which led to increase in illegal mining.
"We will recommend how to control these exports and the production of the ore," he said, adding that "political patronage" for the illegal mining cannot be wiped out by recommendations of the commission alone.
"Loss of royalty would be quantified in the report", he said. Saying that state government was "fully cooperating", Justice Shah said "if required, we would even call mines minister (Chief Minister Digambar Kamat holds the portfolio) to seek clarifications.
He said all the mines in the state would be inspected, and their areas would be correlated with the survey plans and Global Positioning System (GPS) survey data. The commission would examine if a mine has encroached outside leased area.
He also said it was very common across the states to find mines running beyond lease period, or during pendency of lease renewal applications.
